What this means when you hire a roofer

Only a licensed residential contractor puts you under the Residential Contractors' Recovery Fund. If an unlicensed roofer takes your deposit and leaves, the ROC complaint process and the Fund are not available to you.

The ROC issues licenses to companies, not people. A roofer cannot borrow or work under another company's number.

Check the number at the ROC Contractor Search. Match the company name on the license to the name on your contract.

How to read the numbers

The ROC publishes a monthly complaints-by-county table and reports yearly measures in its budget filings. It also publishes an annual report, which we could not retrieve directly as of November 5, 2026.

Complaints against licensed contractors are only published by county and month, not as a yearly state total, so that row is missing from the table. The Recovery Fund figure is total fund spending for the year, including administration, not awards alone.
