Arizona roof facts

Roof permit basics by West Valley city

Arizona has no statewide building code. Each city sets its own re-roof rule. Here is what each West Valley city publishes, and where its permit portal lives.

Roof permit basics by West Valley city

In the West Valley, the city or county where the house sits issues roofing permits. Phoenix, Surprise, Goodyear and unincorporated Maricopa County publish exemptions for a like-for-like re-roof. Buckeye requires a permit for every re-roof. Glendale, Peoria and Avondale do not publish a re-roof rule, so call first. Compiled by 10X Roofing Advantage from city sources.

TL;DR

The rule depends on the address, not the mailing city. The contractor pulls the permit, but the owner is responsible for making sure one exists when it is needed.

  • Exempt for a same-material re-roof: Phoenix, Surprise, Goodyear (unless sheathing is replaced), unincorporated Maricopa County (Sun City, Sun City West, most of Anthem)
  • Permit required for every re-roof: Buckeye
  • No published re-roof rule, call the permit desk: Glendale, Peoria, Avondale
  • Changing material, adding a third shingle layer, or replacing decking usually triggers a permit everywhere
  • Every city says the same thing about HOAs: check your CC&Rs before changing roof color or material

What this means for your roof job

A like-for-like tile lift and reset with new underlayment is exempt in Phoenix, Surprise, Goodyear and the county. Switching from shingle to tile, or replacing rotted decking, is a different job and usually needs a permit.

A permit means a city inspector looks at the deck and the dry-in before the tile goes back. That is a good thing on a big job.

10X Roofing Advantage pulls the permit when one is required and puts it in the written estimate. Ask any roofer who is pulling it, and in whose name.

How to read the table

Anthem is mostly unincorporated Maricopa County, but some addresses with Anthem names sit inside Phoenix city limits. Laveen and North Phoenix are the City of Phoenix.

Glendale, Peoria and Avondale may well exempt a like-for-like re-roof. Their public pages simply do not say so as of November 5, 2026, and we do not guess.

Questions people ask

Do I need a permit to replace my roof in Arizona?

It depends on the city. Phoenix, Surprise, Goodyear and unincorporated Maricopa County exempt a re-roof with the same material. Buckeye requires a permit. Glendale, Peoria and Avondale do not publish a rule, so call the permit desk.

Who pulls the roofing permit, me or the roofer?

The contractor normally pulls it under the company license. Ask for the permit number before work starts. 10X Roofing Advantage lists the permit in the written estimate when one is required.

Does changing from shingle to tile need a permit?

Almost always. Tile is heavier, and the structure has to be checked. The same-material exemptions do not cover a material change.

Who issues permits in Sun City and Sun City West?

Maricopa County Planning and Development, because both are unincorporated. The county code exempts a same-material re-roof.

Does my HOA have a say in my roof?

Often yes, on color and material. Every West Valley city tells homeowners to check HOA CC&Rs before changing a roof. A permit does not override your HOA.
